Berlin/Lusaka, 27. Juni. Sambia brauchte eine zündende Idee. Denn im Land werden die meisten Geschäfte bar abgewickelt, so dass dem Staat 40 Prozent der kleinen und mittleren Unternehmen nicht namentlich bekannt sind – und diese daher keine Steuern zahlen. Gemeinsam mit der ibes AG entwickelte die sambische Finanzbehörde ZRA eine digitale Lösung für die Erfassung der Unternehmen und die Abwicklung von Steuervorgängen. Möglich machte diese Teamarbeit die Strategische Partnerschaft Digitales Afrika des Bundesministeriums für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ). Sie fördert private Investitionen im digitalen Sektor in Afrika und auf diesem Weg die Entwicklung des Kontinents.

Die Tatsache, dass rund 70 Prozent der sambischen Bevölkerung ein Mobiltelefon besitzen – also etwa 11 Millionen Menschen – brachte die ibes AG und die sambische Finanzbehörde darauf, eine digitale Steuerplattform für einfachste Handys zu entwickeln. Mit der SIM-Karte werden die Unternehmer mit einem einfachen Dialog in der Verwaltung registriert und können anschließend über die Handytastatur ihre Steuer-ID erhalten, Steuern zahlen und die Steuerhistorie verwalten. „Wir waren von Anfang an in die Entwicklung der Idee eingebunden. Das hat uns zu einer passgenauen Lösung geführt. Wir hoffen, durch diese Investition der ibes AG in das E-Government in Sambia einen großen Schritt voranzukommen“, sagte Kingsley Chanda, Leiter der sambischen Finanzbehörde.

Beim ersten Deutsch-Sambischen Wirtschaftsforum am 27. Juni in Lusaka fiel der Startschuss für das Projekt „ZAMeT - Zambia Mobile-Based Electronic Taxation System”, welches von der ibes AG in den nächsten 3 Jahren umgesetzt wird. Das Wirtschaftsforum wurde von der Deutschen Industrie- und Handelskammer für das südliche Afrika, dem Afrika-Verein der deutschen Wirtschaft und der Strategischen Partnerschaft Digitales Afrika organisiert. Letztere fördert als Initiative des BMZ private Investitionen im Digitalisierungssektor in Afrika – und auf diesem Weg die Entwicklung des Kontinents. „Das Forum und das Projekt zeigen, dass es sich für Unternehmen wie die ibes AG lohnt, die Chancen der Digitalisierung gemeinsam mit afrikanischen Partnern zu ergreifen“, erläutert der Afrikabeauftragte der Bundeskanzlerin und Initiator der Partnerschaft. „Ich hoffe, dass noch viele Unternehmen diesem Beispiel folgen.“.

Berlin/Lusaka, 27th June. E-Government is a highly pressing issue both for Zambian and for German authorities and companies. The President of Zambia, H.E. Edgar Lungu, has declared the promotion of E-Government as one of the priorities of his presidency and Zambian authorities are currently implementing or developing E-Government approaches. One example: The launch of a project between the Zambian Revenue Authority (ZRA) and ibes AG took place at the first German-Zambian Business Forum on June 27th in Lusaka. 

The Forum had been organized by the Southern-African-German Chamber of Commerce and Industry, the German-African Business Association and the Strategic Partnership Digital Africa, an initiative by the German Ministry for Economic Cooperation and Development (BMZ) to facilitate the exchange between Zambian and German experts and decision-makers in the area of Government and E-Government.

The project that was launched during the forum, aims to improve the collection of tax revenues from small and medium enterprises by a mobile-based electronic tax system, called ZAMeT (Zambia Mobile-Based Electronic Taxation System). It will be implemented by ibes AG in cooperation with the Good Governance Programme of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) on behalf of the German Government. The software is able to be used via any kind of mobile phones, embedded in existing IT-infrastructures of the ZRA. “We have been involved in the development of the idea together with ibes right from beginning. That means that we came up with a tailor-made solution for the ZRA”, says Kingsley Chanda, Commissioner-General of ZRA. The new software acts as a bridge between the ZRA Online Tax Platform and existing GSM-networks and opens up key advantages to the Zambian taxpayer: Business Owners,  Natural Persons and even entrepreneurs like Bus Drivers can sign up for a Tax ID which is linked to their SIM-card. ZAMeT allows fast access to ZRA services – tax registration, declaration of taxes and tax payment history is only a text message away.

“The project and the forum proved that taking the opportunities of the ongoing digitization of Africa is a win-win-situation for Zambia as well as for German companies like ibes AG”, emphasized Prof. Dr. Reinhardt Nindel, Head of Supervisory Board of ibes. “We hope that more projects like these are going to come up within the next month and years.”
